“Legal status of citizens’ participation in the civic society”

Although the basic forms of civil participation are legally confirmed in the Constitution of Mongolia but there has been a manifest character of legal provisions on account of incomplete mechanism for their realization.
Because of differences in income, living standard, everyday life’s surroundings and of bureaucracy and neglect of public service, in a word, of deficiency in basic factors of participation, which has to be completed by on authorities side, citizens equal rights and chance have been limited. There has been comparatively high level of such negative human factors as citizens’ outdated political consciousness, unsatisfactory education, weakness and their unequal possibility and potential to use informational resources.

Main organization of local government is Hurals of Citizens Representatives by law, but  in practice – it is governor. Citizens Representatives’ Hurals are unable to solve definite economical and social problems of their local area, they have rights only to discuss, confirm and control the Governors Platforms.
This situation has been observed in the activities not only of aimags and soums,  also of capital city and districts. The members and presidiums “grumble as elders without rights to use money”, then the governors without knowledge privilege and make authority’s and financial centralization. Have the governors with party’s appointment and boundless power been increasing? It’s inconsistent that the rights of governors comparatively higher that the rights of Citizens Representatives Hurals. The Law on Administration’s and Territorial Management has modified governors’ responsibility: “to realize public administration” which had been indicated in the Constitution “to realize Hural’s (meeting’s) decision”. That was the cause of rights’ and responsibilities’ differences  and hopelessness to solve problems by order of parties’ groups.

Political culture is a “Living thing” that has a deep, multilateral meaning which develops and enriches itself constantly. The concept of political culture was first raised in the works of X.Teiner and G.Almond. But researchers still have discrepancies and arguments on the ideas and theories of political culture. The main idea on which they agree is that the individual is the central core of the political culture of the society. And the problems of government and citizens are studied in close connection with the system of political culture and social values.
“Political system, parties’ correlation: theory and methodology”

The issue of political system and parties’ correlation has been an independent and biggest object of political theory and studies’ methodology. Political science has been considering political system and parties’ correlation in the sphere of combined structure of such specific phenomena as political environment, process, political system, parties’ system and political parties, but in their interdependency and distinction. The point is that political environment has been main sphere of parties’ activities, and the process of party’s forming in this sphere has been inseparable part of whole social political process, but parties and their system have been a main structure of the whole social political system.

Nowadays the researches have been discussing responsibilities of political parties. Perhaps it is bound up with masses’ doubt about responsibilities of the parties. This article will clarify responsibilities and attitudes of the parties in democratic society. 
“Public opinion and tendency of aggression against women“

This article is about public awareness and attitude toward violence against women. It is written based on survey data which is done by the authors in 2008 within the project “Declining the violence against women”. The authors wrote the article with four sections: the public awareness on violence against women; the public opinions about traditional myths; the public expectation from women’s behavior; and the public attitude toward violence against women. The research results shown that awareness and attitude toward violence against women differentiated by the sex, age and education groups.
