Chong – Min Pak, Korean University. “Will the unions and associations in East Asia become the schools of democracy? How does being included in the unions and associations influence on tendency of democracy?”   
Lately it is considered that civic society is responsible for quality and   consolidation of democracy. Especially, followers of Tokwill’s tradition or associations of Neo-Tokwill have been training base of democracy. They consider that civic society supports democratic citizens.                       
Will this idea come true in Asia with poorly developed multi-idea tradition and independence? How is tendency of the Asian peoples’ consolidation and collaboration for common goals and interest?   
In order to answer such questions, for example, will the associations and alliances in the East Asia be training base of democracy, there have been done conclusions for membership level, its tendency and process for support of democracy using facts from surveys of Asian barometer 2005-2007.

There haven’t been touched issues of transparent, fair and electronic administration, growth of professional administration and cultural transition.
It’s clear that new content and goals of administration of the XXI century will influence on traditional mentality of public servants, citizens, civic society and private sector.

Key words: democratic principles, transparency, openness, decision, citizens’ participation.
Democratic principles are one of the main principles of State’s activities /Chapter 1, section 2, New Constitution of Mongolia/. This principle declared in the Constitution will come true in real meaning on condition that State policy, decisions and activities are open for citizens, and they are able to participate in decision making process. 
Consequently, in accordance to meet requirements to let citizens participate in the State affairs carrying out all activities of public organizations transparently and under control and with participation of citizens and civic society has been main feature of democratic State.
In other hand the citizens have right to get information, have access to issues concerning their life and destiny and express their opinion. It’s important to provide transparency and openness of public organizations for realizing democratic principles, providing civil rights and urgent service.

Last 20 years of democratic changes the issues of human rights, freedom and gender have been considered strongly and the activities in this direction have been increased on initiative of international, public and civic organizations.
Providing gender equality, children’s rights and realizing gender strategy in educational sector have been complex process which depends on legal environment, policy planning, management and organization in all educational stages, financial and other resources, inter-regional and public participation. It requires definite measures and solution.

On the one hand violence against women depends on social structure, clearly, on structure of authorities. On the other hand it depends on cultural belief, system of values, wrong and careless attitudes that aggressive acts have been considered as nonaggressive. Main reason of violence against women in most countries with patriarchy is cultural tradition and religion.
Therefore it is necessary to determine the ascendancy of Mongolian nomadic life style based Buddhist faith which has an influence on violence to women. Also we have to research the ways to change and solve this dishonest tendency.

Studying election process gives possibility to reveal simultaneously main indicators of democracy of any countries which include forming political parties, means of media, political education of the masses and civic culture. It is important for the research and practice.
Form of Mongolian pre-election campaign and electoral strategy of political parties is given in this article on the examples of Parliamentary Election, 2008.
To define the form of pre-election campaign we were based on data and facts of survey done during Parliamentary pre-election campaign 2008, and have used methodology of researches of the USA, Germany.

Gerelt-Od E., a lecturer of the department of political studies and sociology, Mongolian Educational University. Mashbat О., a lecturer of the department of political studies, Mongolian University. “Mongolian Electoral system’s influencing to forming political parties”
Mongolia had transferred from ruling party dictatorial system into multi-party,  human right-honored free and democratic political system with fair competition in 1989. 20 years had passed from this period. It’s not short time. In comparison with 200 years for the World’s democracy and freedom it’s not long time but it’s possible time for forming democratic institutions including  political parties. Unfortunately, there has been carried out policy based on interest of political parties participated in authorities that interferes in forming political parties and their system. Our goal is to detect the reason that how instability of electoral system in Mongolia influences on forming political parties, why ruling parties touch electoral legal environment after each election.
