Past ten years the study of governance and of its quality has been extended. The way of determining governance indices and using it in development and loan-assistance policies, and measuring governance overview have been a basic tendency of the governance studies.
The author has explained a conception of good governance, of its measurement and classification, and has defined governance indices, and has concluded some studies of measurement for governance overview. He has noticed an importance of upgrading governance indices drawn up by international research organization and improving the methodology of determining governance indices, and creating a system of indices which will be used for the policy development and its implementation at national and rural rates.

The tendency of considering last party’s system on the range of governance and governance attitudes in a correlation has been a recognized orientation. The whole point is that governance and governance relations have been becoming a cord issue of the connection of the independent regimen which is called “political system”, “parties’ system”, and “political party”.

Any political party must take its members’ opinions into consideration, and make its decisions with responsiveness of their desires and expectation. This is the radical principle of democracy and gives them the possibility for right to vote and self-determination. Therefore this article has researched an analysis of the members’ participation at the decision making level, which is the basic of internal democracy of political party, and has considered some questions concerning further support of their participations.

The author of this article being based on the real position has concerned the issue of financing of political parties, and has attempted to analyze the social, especially negative consequences of this problem. If financing parties from the donors has been realized with an audit and openness, it would have been able to better fulfill its function to unite government and citizens.

Is comparative legislation science or methodology? Is this comparative legislation, its studies, or a comparison of legislation?
We have for an object to do theoretical analysis of the Constitution which is a basic of the legal reform in accordance with comparative legislation. But this attempt will be unsuccessful without making clear of the new tendency in comparative legislation.

Mongolian press has been vote of populists nearly instead of being voice of truthfulness. Populists have been trying to influence to state policy, to take power and to consolidate their reputation in way of scoffing at the masses’ needs as wages and pension problems, and pretending to patriotism. We know that it led to unfortunate results by Germany of the thirties, Argentina and Chile of the seventies, Georgia and Ukraine of recent times. Let our Mongolia learn from mistakes of these countries.
