S. Oyun: Whether Mongolia goes through problems of Argentina?
The author raises problem of external debt pressure with its impact to the domestic economy. She analyses today's economic condition of Mongolia in comparison with the recent Argentinean economic crises. Dangers emerging due to the excessive external debt of Mongolia and the ways to overcome those difficulties presented in relations with the economic capacity.

A. Pagma. A political and economic transition in the central Asia

This is review of the objective and subjective challenges in establishing a sovereign state in countries such as Kazakhstan, Uzbekistan, Kyrgyz Republic, Turkmenistan and Tajikistan known as former USSR countries. The publication also includes descriptions of the path of social and political changes, together with its trend and achievement.

N. Baigalmaa. Today’s condition of the civil servants’ mode of living and their social safety protection
The Government employees, the biggest segment of labour market in Mongolia by its size and share, had shown in both ways as stable and changeable part of the market in transitional period. Civil servants number, structures are stable showing continuity of the Government’s service type, but it is changeable due to institutional and social structure reform, the election, distribution and settlement of specialised labour force.

Despite of the improvement in working conditions as an open opportunity for career, express herself in creative way, show their skills, be a competitive, their mode of living and social safety conditions are still poor.

Some of the recent survey/researches are indicating that government employees living and working in a corruptive, criminal environment rather than normal. Taking into account aforementioned we did a try to go in deep on the issue of mode of living and social safety net for the government employees in Ulaanbaatar area.

Ts. Ganbold. Unemployment and public drinking are most concern issues

Unemployment and public drinking (alcohol dependent social habits) are the most concerning issues, which adversely affecting the state and social development. In any country increase in unemployment cause deterioration of the public confidence and reduces job opportunities, which in turn has an adverse social impacts as public drinking and crime.

Transition to the market oriented economic structure brought many brand new relations among government institutions, persons in position, individuals and organisations, which are asks to attach a new concepts and understanding to it. An agent in the civil legal interrelations could have many different classifications and types. Thus they will have to differ on their obligations and rights depending on participation. One interesting type of these interrelations is the Representation and delegation as its specific form. The article focuses on the clarification of the representation and delegation in the legal framework.

M. Bolormaa. On the equal right for women

On the equal right for women focused on the aspects of women participation in the politics, its challenges and possible solutions of it. The publication also includes data and documents on the gender equality of Mongolia and some other countries.

Ts. Tselmeg. The Legal clinical training and its usefulness

In the modern legal education, colleges and universities use the exercises to link theoretical conclusions with the practical examples to give both theoretical and practical knowledge efficiently. In short the method is known as clinical training.

The aims of the legal clinical training are: improve students’ communication skills and ability to work as consultant, to give them skills of using law and preparing a legal document from one side. On the other hand to deliver a legal service free of charge to those who lives below the poverty line and being not able to pay for the service.

N. Enkhsaikhan: Youth - Education - Information

The author claims that information is one of the key factors for the process of development. From this point of view he presents a detailed analysis of rural youths' information supply and the use of the information by them. He came an conclusion that the information is not only the way recognising a path of events or nature of the state of society, but it contributes for their self-development and improvement of an education. Furthermore, information also, helps and plays an important role in their life-mode enhancement.
